Q After completing your assigned readings for this module, read Howard Balanoff and Charles Pinto’s case study, “ What Do You Do When Your City Is Looking at a Million-Dollar Deficit in the Current Fiscal Year? ” [Public Performance & Management Review, Vol. 23, No. 1, September 1999, pp. 83-88] by clicking on the highlighted article title. This case study relates to managing financial resources in the public sector, including the strategies that public administrators can employ in order to make sure their organizations are effective stewards of their financial resources, as well as the need for proper budgeting, and the politics involved in the budgeting and financial management processes. Your case study analysis paper should be approximately 4-5 pages (double-spaced, 1” margins, 12 point font) [although writing succinctly is important, if needed, your paper can exceed the page limit] and needs to address the following issues: Explain what you see as the best possible short-term solutions. Use the information on p. 517 (Figure 11.6 – Pros and Cons of Six Revenue Sources), 9th edition [p. 533 (Figure 11.7), 8th edition] to select the best possible "revenue-side" solutions for the short-term, and ALSO explain some "expenditure-side" short-term solutions you would propose. What do you see as the best long-term solutions, and what measures would you recommend in order to prevent this situation from occurring again? What are the "political" aspects involved in this case? Explain how these would impact your short-term and long-term strategies [Use information from 'The Politics of Budgeting' section on pp. 509-514, 9th edition (pp. 526-529, 8th edition) to enhance your ideas]. The textbook identifies three "purposes" of budgeting (control, management, and planning; p. 505, 9th edition/ p. 519, 8th edition); how are each of these portrayed in this case study? Your paper needs to be written in either APA or MLA style format (click on the highlighted links for details on these writing styles; see also the 'Writing in APA or MLA' Mail message). Your paper should contain: An introductory paragraph that establishes the issues that your paper will address and how the paper will address those issues; A body that addresses the issues listed above (and anything more you wish to include, within the page limit for the paper); A conclusion that sums up your paper and notes the political nature of public agency budgeting and financial resource policy.and human resource
